Overview

I have no info on the flag, but judging the latest Serb (and Srpska) flags and Coat of Arms, it seems most probable that the flag would be a banner of arms. But, then again, maybe not - this in not a coat of arms in the recent Serbish style.

There are photos of the flag all over the Banja Luka municipal website, including a large picture of the arms. The flag seems to have the arms in all-white on a blue field, as seen in photos here, here (this one may have the arms in color) and here (vertical? with inscriptions ÃPAÄ ÁAŒA ËÓKA/CITY OF BANJA LUKA below the arms).
Note that the large image of the arms has only 3 leaves near the top of the shield, but I think 5 is correct.

Previous Coat of Arms

Downloaded from somewhere on the Net in 1996, the coat of arms of Banja Luka used before the war in B&H. Obviously this one has been the origin for the design of the new "Serbizied" coat of arms.
