Overview

At huila.com we can see that the flag of Huila is white, green and yellow. The image of the flag is accompanied by the following text :
"En el ano de 1952 el Gobernador del Huila, don Gustavo Salazar T., dictó un Decreto creando de manera oficial la bandera de nuestro Departamento, la cual está conformada por tres franjas horizontales de igual tamano: Una franja blanca que representa la honradez, característica del huilense; una franja verde que significa los frutos que cultiva el Huila y su esperanza en el porvenir; y, una franja amarilla que representa la riqueza mineral de su suelo y la nobleza de sus hijos."

Here is my translation:
In year 1952, the Governor of Huila, don Gustavo Salazar T. signed a decree creating officially the flag of our department, which is made of three horizontal stripes of equal width: A white stripe which represents the HONRADEZ (? honesty ?), characteristic of the Huilense; a green stripe which represents fruits cultivated in Huila and hope in the future; and a yellow stripe which represents the mineral wealth of its soil and the nobility of its sons.
