publisher’s
site it seems that the full title is De Avonturen van Piet Pienter en
Bert Bibber. Author is Jozef van Hove, a.k.a. Pom.

Some of the adventures of Bert and friends are set in the imaginary Central
American state of San Doremi, showing a bar of music on the national flag!

Must be a punning flag — music for the country name “do-re mi”
(«the first three notes»); "San" being, again, a misused saintly
honorific in Spanish, staple for naming fictional
Latin American locations. The list at
publisher’s
site suggests that this flag is shown at least in books Avontuur in San
Doremi (#11), and De diktator van San Doremi (#20).
