Novalja is covering the northern part of the Pag Island. The area has been inhabited since the ancient times. Today it has somewhat above 3,000 inhabitants. In 1992 it was given the Municipality status, which was upgraded to Town in 1997.

The symbols of Novalja are described in the current Town Statutes Statut Grada Novaljae (text), adopted on 14 July 2009 by the Town Assembly and published on 30 July 2009 in the County official gazette Županijski glasnik Ličko-senjske županije, No. 12, describe the symbols in Articles 5-6, repeating Articles 13-16 from the previous Town Statutes Statut Grada Novaljae, adopted on 23 November 2001 by the Town Assembly and published in Županijski glasnik Ličko-senjske županije, although hot word for word.

The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.

The flag is in proportions 1:2, white with the coat of arms, bordered yellow (this being not mentioned in the Statutes, Article 6), in the middle.

Article 5 of the Statutes describes the coat of arms, "Azure Christ's monogram or", explaining that such a symbol was found in Novolja in the early Christian era, combining the cross with letter "P", symbolizing Christ and at the same time "PAX" (peace). The height to width of the shield is set to 1:0.8.

The ceremonial flag is, suprisingly, not white but dark blue with the coat of arms in the middle, the name of the town above, vine and olive branches below and tails in the fly.
