It is not a flag but the badge of the late VLKSM aka Young Communist League of USSR.
Alexei Arkhipov, 22 Mar 1999

Wasn’t it used as a flag in the old days? I know it was widely spread as a pin, but if I recall correctely, I saw it as a flag also, no?

Decorative banners with Lenin’s likeness

Lenin banner

A video produced by the Carnegie Endowment featured footage of a celebration in Red Square. During that celebration I saw several Soviet flags with V.I. Lenin (his head) on the red field. In fact, the visage of Lenin matches the one seen on the Komsomol emblem at the Further, a yellow banner with Lenin’s name (in Cyrillic: "ЛЕНИН") was located beneath his head.

That was very common: You could also see during the existence of Soviet Union flags with the heads of Marx, Engels and Stalin (and sometimes other highly placed leaders of several socialist countries), either individually, or grouped together in one flag. This practice came to the outside of the Iron Curtain, too.
