is the flag of Boy Scouts of Timor-Leste.

That is a real copy of the Portuguese Catholic
Boy Scout flag for the national level. Portuguese catholic boy
scouts’ flags (in portuguese, Corpo Nacional de Escutas,
National Boy Scouts’ Corps, in an aproximate translation) have red
flags in the local level. I don’t know if the colours went there as
they are in Portugal (because Boy Scouts went there from Portugal). If it is
so, that could be the national Boy scouts’ flag in Timor
Loro-Sae… Unfortunately, this is only a guess I have.
