Variant flag

This variant appears to be the same flag, but upside down.

I can understand how if this variant is correct, people might think it should be depicted as reversed. The other way around I'm not so sure. So I went and had a look at their site. At first, I thought we had two groups here:
Group 1, star dexter or at the hoist:

Group 2: star sinister

But just below 4 on the same page is also

Combined with the flags apparently intentionally presented dexter and therefore showing the sinister side in 2, my guess would be that we should consider this a sinister hoist with the star at the hoist, with one point pointing straight up. If I had to hazard a guess, I'd say that the design might have been created with a hoist triangle for aesthetic reasons, but that it's a locational flag that then requires a sinister hoist to be accurate.

It does however leave:

Under the assumption above, this becomes a flag upside down. That may be an easy mistake to make, I guess, once you have the flag spread out with dexter hoist and know you have to turn it 180 degrees to get it right. I'd assume 66a is a similar case.

Going to http://www.maplandia.com/brazil/para/maraba/maraba does show a topography that more or less matches the flag in sinister hoist.
