Description of the Flag

The website at http://vbbtv.wordpress.com/2011/07/26/avai-construira-mais-53-casas-em-aldeias-indigenas shows a photograph with the flag in it. It doesn't show the entire flag, but we can at least determine that it's a flag that's in part blue, and in part white, with on the white the coat of arms. ("Blue with a white hoist triangle bearing the arms" is almost certain, but it's hard to see what's in the fly.)

We now also know why we see so few pictures: The flag is in the mayor's office, rather than in a more public space, so it'll only be in a photograph when he is.
