From Ralf Hartemink's International Civic Arms website:

The arms were granted on September 4, 1975.

The arms are a combination of the lion of Hessen, as the county was part of Hessen since the 13th century, and the Schwalm and Eder rivers symbolised by the bars in the lower part of the arms.
