The flag's ratio is 3:5. It is a red over white horizontal bicolour with the coat of arms shifted to the hoist.

Coat of Arms

Description of coat of arms:
The silver(=white) shield is divided by a light blue bar, which is surmounted by a golden(=yellow) lying anchor. The silver field is surmounted by three red leaves of water lily.
Meaning:
According to source the county of Tecklenburg in history consisted of three parts, the proper county of Tecklenburg, the upper county and the lower county of Lingen. The anchor is taken from the arms of the counts of Lingen, the water lilies from the arms of the counts of Tecklenburg.
