[From Flaggenmitteilungen?:] The Deutsche Segler Verband (German Sailing Union), founded in 1888, unites all German yachting people. Its flag consists of a lying black cross with a red border on a white field, with a yellow/black compass rose. Its kreuzer (motorboats?) division has the cross with an oval yellow shield with a foul blue anchor.

DSV-cruiser's burgee

Deutscher Segler Verband
This umbrella organization was established in 1888.
Burgee: It is a white pennant, divided by a black saltire, fimbriated red. Its centre is superimposed by a golden oval, fimbriated black, with a black anchor and rope inside.

Cruiser Section

In the Portimão Marina we saw a lot of flags hoisted in moored yachts, as expected, including this handsome UFE: White ~2:3 flag with red-fimbriated black saltire, and overall a yellow disc likewise fimbriated,with a blue anchor on it. Attached as <xx~uyptm.gif> (anchor from Željko Heimer's <cs~adm.gif>, to be co-credited). Rings any bells?

I think it is the flag of the Kreuzer-Abteilung (I didn't know a translation, sorry)  of the Deutschen Segler Verband (German Sailing Union) - See photo here.

Quoting the English page of the union website: "The Deutscher Kreuzer-Yacht-Verband (German Cruiser Yacht  Association) was founded in 1911 and became the cruiser section of the Deutscher Segler-Verband (DSV) the German Sailing Federation in 1917. We are the largest association of yachtsmen and motorboat owners and enthusiasts in Germany. We have circa 21,000 members yachtsmen and women and motorboat owners - and together we represent the interests of water sports enthusiasts on the sea, at the coast and on inland waters."

Ensign of Kreuzer-Abteilung:
The pattern is the same like that one of the burgee, but it is a ensign with ratio 3:5.
