Ghanaian Parliament flag

The Parliament of Ghana has a flag: http://yglesias.thinkprogress.org/archives/2009/07/obamas-tough-love-for-africa.php. It is white with circular seal, consisting of a horizontally divided red/green ring charged with 12 different white symbols, enclosing a gold disc with an eagle perched on what I guess is the Parliament building, all over the words PARLIAMENT OF GHANA in black all-capital letters.

The flag seal differs from the large metal seal behind the president. The building is quite different, and on the flag version there may not be an eagle atop it. Also there are 13 symbols on the flag; 7 on top, 6 on the bottom, all symmetrical vertically. On the metal seal the lower semicircle of symbols is replaced by the text "PARLIAMENT OF GHANA", which is moved there from the inner part of the seal on the flag.

I think the metal plaque is merely a simpler version of the seal shown on the flag. Both have the eagle atop some kind of mace or staff, and the "building" in the metal seal looks like just a pediment, probably part of the full parliament building as shown on the flag's seal.
