The blazon is: På gull bunn en gående svart bjørn over en svart borg.
In English, I guess: Or a bear passant sable over a castle.
It was approved by the royal resolution of 11 March 1966 and it was drawn by Hallvard Trætteberg.
[c2j87] state that the arms has it origins in the Middle Age, the oldest preserved seal being from 1556, depicting a bear over a building (saw mill) between two plants over a few wavy lines. The bear is said to refer to the arms of the late 13th century lord of  Sarpsborg, Alv Erlingsson. Soon after the above seal the town was merged to Fredrikstand and had no autonomy until 1839. In 1855 the town started using a red shield depicting a golden crown over two golden axes, drawn by A. T. Kalteborn - referring to St. Olav who established the town. The old seal was reintroduced as the city emblem in 1890 (red and black emblem in silver and later trees being green and water blue) until the current design was adopted. The two towers in the modern design refer to the two gates in the Medieval city walls.

Also note the page showing the current seal and the (unusual) ceremonial version of the coat of arms with two bear as shield-bearers carrying a flag each, the dexter flag is white with yellow cross and the sinister is a "lindorm" (wyvern) shapes [traditional Viking dragon flag?] and inscribed above the shield "NON DEBELLICATA" (Not defeated)

I blått en sølv skråbjelke dannet ved bredt tannsnitt. In English: Azure a bend dancetty argent.
Approved by the royal resolution of 24 October 1986 after a drawing by Truls Nygaard. [c2j87]
The design represents "ra" - geological feature at end of glacier moraines (terminal moraine) from the last Ice Age that are noticeable part of the municipal relief.
