It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

The arms are Or issuant, from a base wavy Azure charged with a barrulet Argent a two-arched bridge Argent masoned Sable, flanked at dexter by a bunch of grapes Purpure leaved Vert and at sinister by a charcoal fire Sable flaming Gules, in chief an 8-point star Azure. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "CARVOEIRA - MAFRA".
Meaning:
"Carvoeir" means (female) charburner, or charcoal making (or storage) place, thus the bonfire on the arms is canting. The patron of the equivalent (and once coincident) Catholic parish is Our Lady of Expectation, for which possibly stands the star on the arms.

Carvoeira Commune is one of the 11 communes of Mafra Municipality (q.v.); it had 2155 inhabitants in 2011 and covers 8,32 km².
