It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Coat of arms

Shield Gules, a monument Argent, consisting of three arches; in base seven arrows Or pointing downwards and tied Argent; in chief a goshawk Or, holding an inescutcheon Azure charged with five plates in quincunx. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "SÃO SEBASTIÃO - PONTA DELGADA".
Meaning:
The arms show all the elements of the municipal arms, the bundle of arrows as an attribute of St. Sebastian, the local patron saint and name giver of the commune. The goshawk is a local symbol of the Açores. The quina is a national symbol. The monument is Portas da Cidade (= Gates to the City), located on Goncalo Velho Cabral Square.

Presentation of São Sebastião

São Sebastião Commune is one of the 24 communes of Ponta Delgada Municipality; it had 3953 inhabitants in 2011 and covers 3.2 km². Until 20 June 2003 the name of the commune, being the capital, had been Matriz.
