It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a blue field.

The flag is plain blue; in the center, the coat of arms. The arms are: Or, a castle tower Azure, with two ravens Sable, perched on either side of the 1st floor balcony, both facing the center of the shield. Mural crown Argent with four apparent towers (town rank) and white scroll reading "VILA DE TORRE DE MONCORVO" in black upper case letters. Meaning:
These are canting arms because the town’s name can be interpreted as "Tower of" ("Torre de") "Raven-Hill" ("Monte"+"Corvo"). I’m not sure weather this is the real etimology, but that’s sure what’s on the arms — only the hill is missing (but it could sure be «on a mound sable, a castle…»).

Torre de Moncorvo (also called simply Moncorvo) is one of the municipalities of the Bragança district and of the old province of Trás-os-Montes e Alto Douro), covering 479 km² in 13 communes where 10 470 inhabitants live (1992 data).
