The flag and coat of arms of Gorišnica are prescribed by Decision Odlok o grbu in zastavi Občine Gorišnica, adopted on 30 May 1996 and published on 26 July 1996 in the official Slovene gazette Uradni list Republike Slovenije, No. 39.

As shown by Stanič & Jakopič [j2s05], the flag is in proportions 1:2, yellow with the municipal coat of arms in the middle. The size of the coat of arms is defined as 1/2 of the hoist size.
Article 11 of the Decision prohibits the use of the flag by political parties during election campaigns.

The symbols were designed in 1995 by the student Sandra Belšak, aged 14, with the help of the Bureau for Strategic-Technological Development Bistra company, from Ptuj. The student made a thorough research in her school, consulting archives, and among local people, asking them what they consider the symbols of the municipality should include. She proposed a coat of arms and seven flags; the Municipal Council eventually agrred, unanimously, the proposal with the yellow field.
Sandra Belšak's proposal was selected in a public contest held in 1996. The author explained her design as follows:

Green means new life, growth and fertility, also symboliring our rural municipality.
Blue stands for the sky and water, representing in the arms river Drava, once dividing and today unifying various communities.
In the arms, white stands for the hope for a good connection among two groups of people, living until recently in communities separated by the river. The white emblem symbolizes the bridge over the river, which unifies us. The grapes and the leaf stands for the hilly wine-producing region, much more extensive on one bank of the river, while the opposite bank is mostly dedicated to grain production.
Yellow stands for light and heat, representing in the arms a bright future and rays of hope that joint effort will be fruitful in every kind of activities. The wheat ear stands for agriculture, that most of the citizens are engaged in. The community also has the old interesting fort of Borl [since 2006 part of the municipality of Cirkulane], which inspired me for the shield shape.

The symbols were inaugurated in July 1996 during the celebration of the Municipality Day.
