I visited Taipei at the end of March 2010 and saw the Taiwanese Police Flag which is a dark red field charged with a yellow dove and a wreath and national emblem above.

Civil Defense

In Taiwan, Civil Defense is an auxiliary of the National Police Agency.

Since circa 1992 (third generation)

The flag of Civil Defense is sky blue, with a pair of wings in blue-white-red tricolor, at its center a yellow plum blossom defaced by a blue disc bearing a white sun. The unit name is written in black on a white vertical strip at the hoist.

The third generation flag of Civil Defense is similar to the second generation flag, except the Nationalist Party emblem has been replaced with the national emblem (i.e. the white sun has become smaller relative to the blue disc). In practice, the second generation flag has remained by far the more common version even to this day.

The second generation flag of Civil Defense has curved wings, yellow fringes, and the white vertical strip either running all the way along the hoist (typical in earlier examples) or shortened and placed near the hoist. The proportions of the flag and the dimensions of the details can vary considerably.

Circa 1952 (first generation)

The first generation flag of Civil Defense, as used during the 1952 National Day parade, had straight wings, the plum blossom outlined (probably in black), and the white vertical strip running all the way along the hoist. A variant of the flag had the blue disc and white sun replaced with writing (possibly the county name in red).
