Description of the flag

The flag is the seal on a light blue field:

According to the Music of the West Magazine, the original copy of the first Beverly Hills flag was designed and hand-sewn by Miss Orpha Klinker, a notable artist (likely around the late '50s), and presented by composer Jimmy McHugh and the Native Daughters of the Golden West. For the city's 50th anniversary in 1964, Klinker modified the city flag. There is no description, so it is entirely possible this is a different flag, however I believe this is not likely to be the case.

According to Resolution 79-R-6089, which is on the adoption of the municipal flag by the City Council of Beverly Hills on November 20, 1979, the official description is as follows:

The flag shall be rectangular in shape with relative dimensions of three lengths in height by five lengths in width. The background color of the field shall be blue, in the center of which shall appear the official emblematic seal of the City as adopted and described in Section 3 of Resolution No. 2083 passed by the City Council on November 24, 1953. The size of the seal shall be proportionate to the size of the flag, with relative dimensions compared on the following basis: on a flag measuring three feet in height and five feet in width, the seal shall measure 25 inches in height by 25 inches in width.

The website at www.beverlyhills.org provides a large image of the seal, and reports that the shield of stars and stripes represents Beverly Hills' status as a city of the United States of America; the bear flag represents the California republic of 1846; The eagle holding the serpent represents the period of Mexican sovereignty over what is now the state of California. The City Hall represents the seat of government in Beverly Hills. The five-pointed star represents the five-member City Council, the governing body of the City of Beverly Hills; and the lion of Leon and castle of Castile represent  Spanish rule, from 1542 to 1821, over what is now the state of California.

The seal of Beverly Hills was adopted through the efforts of Councilman Harold George, designated by the city council to investigate and secure examples of such a seal. With cooperation, designs of a seal were submitted by the Art Department of Beverly Hills High School, selected by the City Council, and finally refined by a professional artist.

The seal was adopted on November 24, 1953 by Resolution 2083, and its legal description is as follows in Section 3:

A circle with scalloped edges, the outer border of which shall be one-third of the radius of the circle in width and shall be brown in color with the words. 'City of Beverly Hills' printed in yellow on the upper part of the border and the words 'Incorporated 1914' printed in yellow in the lower part of the border. The inner circle, which shall have a radius of two-thirds of the entire circle shall be divided into five parts by a five-pointed star with one point of the star being pointed toward the top of the circle. In the upper left portion there shall be a shield of the United States, in the upper right portion there shall be a Bear Flag of California, in the lower left portion there shall be an Eagle perched on cactus and holding a serpent, and in the lower right portion there shall be a castle and a lion wearing a crown. There shall be centered in the extreme lower portion and superimposed over the star and the border an image of the City Hall of the City of Beverly Hills, such image to extend beyond the outside edge of the circle on both the right and left sides. That a copy of such emblem is attached hereto and made a part hereof by this reference."
I can confirm that the information on its symbolism is also made official by the resolution. Keep in mind, the official version of the seal in the resolution does not have a photo of the City Hall, and is rather more simplistic.
