The municipality of Tounj is situated in the mountainous regon between the Croatian coast and mainland, between Gorski kotar and Kordun. The ancient road leading from the coat to inland passed over the small but swift river Tounjčica, as the bridge in the coat of arms suggests it.
The municipality was formed in 1997 from parts of Josipdol.
